Cap and Trade: Dumb and Dumber

Tomorrow, the US House is likely to vote on the so called Climate Change bill, or what most people are calling the Cap and Trade bill.

Following are reasons to oppose Cap and Trade as compiled by the House Republican Conference and other Republican sources:

1. Reduces Emissions by Only Hundredths of a Single Degree: H.R. 2454, touted as necessary to stop global warming, would set aggressive emission reduction targets, mandating that by 2050, CO2 levels in the U.S. be reduced by 83 percent below 2005 levels—making U.S. emission levels similar to those in 1907—when the primary mode of transportation was horseback. Despite H.R. 2454’s aggressive targets these reductions are anticipated to slow temperature increases by merely hundredths of a single degree Fahrenheit by 2050, and no more than two tenths of a degree by the end of the century, according to a climate modeling study by Chip Knappenberger of the World Climate Report.

2. Without India and China? Without the cooperation of developing countries like China (the world’s largest emitter of greenhouse gases) and India (expected to increase emissions by 104 percent between 2006 and 2030) no real reduction in global temperature can be attained. According to an MIT study, whose authors generally support cap-and-tax proposals, "With rapid growth in developing countries, failure to control their emissions could lead to a substantial increase in global temperature even if the U.S. and other developed countries pursue stringent policies." China and India have repeatedly warned that they have no intention of restricting their emissions. According to a Chinese government spokesman, "[I]t is natural for China to have some increase in its emissions, so it is not possible for China in that context to accept a binding or compulsory target."

3. National Energy Tax: CBO confirms that H.R. 2454 imposes a national energy tax on every household in the U.S. CBO also assumes the benefit of a massive redistribution of wealth in the form of liberal spending programs and glosses over regional disparities. Other independent estimates conclude that the cost of such a tax on families is well into the thousands of dollars. Almost every provision in the bill increases the cost of energy directly. Even the President admits that for a cap-and-tax program to work electricity rates must "necessarily skyrocket."

4. Shifts Jobs to China and India: The bill would result in an enormous loss of jobs that would ensue when U.S. industries are unable to absorb the cost of the national energy tax and other provisions, likely sending jobs overseas. There is little debate that the tax would outsource millions of manufacturing jobs to countries such as China and India. According to the independent Charles River Associates International, H.R. 2454 would result in a "net reduction in U.S. employment of 2.3 million to 2.7 million jobs each year of the policy through 2030," even after the creation of new green jobs.

5. Higher Gas Prices: An American Petroleum Institute report shows that the "cost impacts [H.R. 2454] could be as much as 77 cents for gasoline, 83 cents per gallon of jet fuel and 88 cents for diesel fuel." The Heritage Foundation has estimated that as a result of these increased prices the average household will cut consumption of gasoline by 15 percent while forcing a family of four to pay $596 more in 2035, and $8,000 more between 2012 and 2035. This bill would also result in an increase in air travel and cargo costs—since fuel expenses have historically ranged from 10 percent to 15 percent of operating costs for U.S. passenger airlines. Finally, H.R. 2454 would significantly impact the U.S. trucking industry. A one-cent increase in the average price of diesel alone costs the trucking industry an additional $390 million in fuel expenses. If diesel prices are not kept in check this would likely have a significant effect on the movement of goods across the country and a detrimental impact on economy.

6. Global Bailout: Between 2012 and 2019, H.R. 2454 would send $302 billion in taxpayer wealth overseas for climate change adaption, clean technology, and forest protection in countries such as Brazil.

7. Unfairly Targets Rural America: H.R. 2454 targets farms and rural Americans. Rural residents spend 58 percent more on fuel and travel 25 percent farther to get to work than Americans living in urban areas. According to a Heritage Foundation economic analysis of H.R. 2454, farm income would drop $8 billion in 2012, $25 billion in 2024, and over $50 billion in 2035—decreases of 28 percent, 60 percent, and 94 percent, respectively. Importantly, 25 percent of U.S. farm cash receipts come from agriculture exports. U.S. farmers would be at a severe disadvantage compared to farmers in nations which do not have a cap-and-tax system and correspondingly high input costs. Over 100 State and national agricultural groups oppose the bill.

Does it really make sense to eliminate between 2.3 million to 2.7 million jobs each year and force families, farmers, and drivers to pay higher power bills, higher heating and cooling bills, higher food and goods prices and higher gasoline and diesel prices, all for the promise of slowing temperature increases by merely hundredths of a single degree Fahrenheit by 2050. The answer clearly is NO.

For those of you who think the United States should adopt a Canadian styled health program, please consider the following:

Let's say you are a woman living in Canada. You detect a lump in your breast and want to get it checked out.

You schedule the first available appointment with the doctor. The wait time to see the doctor is 21 weeks (ave. wait time in Canada).

When you finally see the doctor, he/she diagnoses the lump as Cancer, and schedules you for surgery ASAP. In Canada, ASAP translates into an 18 week waiting period.

So all told, from the moment you detected the lump to the day it was removed was 39 weeks (9 months). 9 months that the tumor inside you grew larger and larger and spread further and further.

Odds are you will die from this process.

Samaritan House Tour


This week, Sue and I had the opportunity to tour and meet with the staff of the Samaritan House located at 3424 Park Road in Charlotte. What an amazing facility and dedicated group of people who are helping people when they need it the most.

Samaritan House is a place for homeless people to receive a clean bed, nutritious meals, compassion, shelter and time to heal and recuperate after they have endured a medical situation. Ruth Woodend and Freda Schlaman conceived of the idea for the house and with the help of a small group of people and the help of Tyler II Construction, Dilworth Rotary and a number of people from the faith community the doors opened on March 1, 2005.
In 2008/09 alone, Samaritan House has served 133 people.

Brigitte Gabriel: Q and A



Following is the first in a series of interviews I'm conducting with prominent agenda-setters in our country.

Today's interview is with NY Times Bestselling author and founder and President of ACT for America, Brigitte Gabriel, whose lastest book, They Must Be Stopped, is currently available at all bookstores nationwide.

1. What is ACT for America and why did you start it?

ACT! for America is a national grassroots issues advocacy organization dedicated to protecting America’s security and freedoms from the multiple threats posed by radical Islam. I founded ACT! for America because I realized that, while education about the threat of radical Islam is necessary, it’s not sufficient. It will take informed and organized grassroots action to pressure elected officials to ignore political correctness and do what is necessary to protect America from the ever-growing threat of radical Islam.

2. What in your personal background drove you to start this organization?

Growing up in Lebanon I witnessed first-hand how radical Islamists take advantage of the tolerance and liberties afforded to them. I saw how, when they felt strong enough, they turned on the very Lebanese Christians who welcomed them in the name of multi-culturalism. I saw how attempts to accommodate the increasingly aggressive demands of the Islamists simply emboldened them and made them more aggressive, until they felt powerful enough to strike us militarily.
The same thing has been happening in Europe and Great Britain for the past 30 years.
I believe it was Albert Einstein who wrote “insanity is doing the same thing over and over and expecting a different result.” America is the last, best hope to stop the worldwide rising tide of radical Islam. We must not repeat the mistakes that were made in Lebanon, Europe and Britain. History shows that when radical Islam surges it takes organized resistance to stop it. That is what we are building with ACT! for America – organized resistance to the rising tide of radical Islam.

3. Is America in danger, and if so, from whom?

America is in danger from both violent jihad, which includes acts of terrorism, and “cultural” or “stealth jihad.” What most Americans do not yet understand is that radical Islamists generally see themselves, and rightly so, as following in the footsteps of the prophet Mohammed. Mohammed engaged in or ordered dozens of violent acts during his life, including the beheading of some 800 Jews. In recent years historical revisionists have attempted to cover up these facts, but in the devout Islamic world the prophet’s use of violence to advance Islam is understood and emulated. Mohammed also counseled stealth in dealing with enemies of Islam, which has given modern-day Islamists the model to follow for trying to subvert societies from within, or what is known as “stealth jihad.”

4. Name three things all Americans should know but don't with regards to the dangers we face as a nation.

First, the “extremism” of radical Islamists is actually more in harmony with the Islam practiced by Mohammed than the Islam practiced by so-called “moderates.” An objective study of the holy books of Islam, Islamic history, and the life of Mohammed leaves the student with an inescapable conclusion – that while there are many peaceful Muslims, Islam, historically and doctrinally, has never been a religion of peace. Second, the typical approach of the West to deal with problems, i.e., through “negotiation” and “dialogue” in the hopes of achieving a mutually agreeable solution, will not work when dealing with radical Islamists. They see such an approach as weakness and an acknowledgement that Islam is in fact superior to all other religions, and thus divinely destined to rule the earth. And third, that Islam is as much a supremacist political ideology as it is a religious belief. Thus, it is distinctively and disturbingly different from Christianity, Judaism, Hinduism, Buddhism, etc.

Charlotte vs. Raleigh: Crime Funds

One of the duties of the Governor of North Carolina is to appoint the largest share of the members of the Governor's Crime Commission. This 44 member board decides on the distribution of most all federal crime monies sent to the state.

Of the 44 members currently on the board, Charlotte has three members. Raleigh has 18, and this doesn't count the member from Cary.

Why does the largest city in the state only have three members? Why does Raleigh have 18?
Did I mention the chairman is from New Bern?

Our office has brought this disparity to the attention of the Governor, and we thank her for her recent (unpublicized) appointment of Charlotte Police Chief Rodney Monroe and County Commission Chairwoman Roberts. We are grateful for this step in the right direction.

However, since the board is responsible for the distribution of millions of dollars of federal money for crime fighting initiatives, I think the board should be more representative of the realities of the crime situation in the state.

Did you know Greensboro does not even have a member on the commission? The hot bed of crime, Swan Quarter, NC has a member, but Greensboro does not. Hillsborough has two members to handle their crime explosion (LOL), which up until a couple of weeks ago was more representation than Charlotte.

Perhaps the Governor didn't watch the recent nationally televised series on the History Channel about Charlotte's gang problems ("Gangland" episode about the Hidden Valley Kings killings).

But I'm not worried, I know those members from New Bern, Swan Quarter, Rocky Mount and places East are going to take good care of us here in Charlotte. They understand our needs and concerns much more than we do here in the Queen City.

Meeting with Robert Duvall


I had the awesome opportunity to spend about thirty minutes with the actor Robert Duvall in DC last week.
Here we are in the Library of Congress Members Room.
Duvall is a solid proponent of a secured Southern border and is concerned with the radical elements setting up within the United States.
He is a friend of ACT for America founder and NY Times bestselling author, Brigitte Gabriel and attended the legislative briefing described in the blog entry below, which is where I met him. He showed up thirty minutes early and we had an awesome conversation.
In case you are interested, he took and signed several photos and was very humble. He signed the iconic photo of him on the shoreline in Apocolypse Now for my collection.

ACT For America: DC Briefing Overview

This past week, I had the opportunity to provide some logistical support to a legislative briefing organized by the non-profit group, ACT for America. If you are not familiar with the group, check them out at www.actforamerica.org My friend, Brigitte Gabriel is the founder and President of the organization (she's the one in the picture above).

The group had its first annual DC Legislative Briefing where they had briefings provided by those members of Congress who are leading the fight against the rise of radical Islamist ideology in America.

Members like Sue Myrick, Bill Shuster, John Shadegg, Dana Rohrabacher, Frank Wolf and several others participated.

One of the attendees and a huge supporter of ACT for America was the actor Robert Duvall, which was kind of cool speaking and getting to know him.

Hal Meets with Entrepreneurs from Azerbaijan


Here I am meeting with a group of entrepreneurs from the country of Azerbaijan. They came by our Congressional Office on Friday to learn about our form of government. They were particularly interested in the upcoming health care debate and on tax polices that influence corporate philanthropy.
The group came to Charlotte through the Open World Program, a US Congress-authorized program managed by the Open World Leadership Center. They bring emerging community leaders to the United States for 10-day visits to observe US democracy and free enterprise in action.

Economic Recovery Workshop Coming to Charlotte

Subjects such lands to the laws, rules, and regulations applicable to the public lands administered by the Bureau of Land Management (BLM). H.R. 2200 - Transportation Security Administration Authorization Act of 2009 - Among other provisions, this bill authorizes appropriations to the Secretary of Homeland Security (Secretary) for the Transportation Security Administration (TSA) for FY2010 and FY2011. Directs the Secretary, acting through the Assistant Secretary of Homeland Security (TSA), to: report to the appropriate congressional committees on TSA use of a risk-based system for allocating security resources effectively; and include in each TSA procurement contract a requirement that the contractor implement a plan for the award of subcontracts to small businesses. Requires the Secretary, acting through the Assistant Secretary, to: make sure that advance notice of a covert test of a transportation security system is not provided to any individual (including any security screener) before completion of the test, with specified exceptions; develop a plan for a system to verify the identity and status of law enforcement officers flying armed; establish in the Federal Air Marshal Service an Office of the Ombudsman; issue security standards for foreign repair stations that perform maintenance on U.S. aircraft; require certain security information sharing procedures for airport Federal Security Directors; and establish in the TSA an Aviation Security Advisory Committee, including air cargo and general aviation security working groups. Requires the Secretary, acting through the Assistant Secretary, to: develop a strategic risk-based plan to improve airport transportation security; carry out a biometrics identifier airport access enhancement demonstration program for individuals with access to secure airport areas; and establish training programs to update transportation security officers on screening procedures and technologies in response to weaknesses identified in covert tests at airports. H.R. 626 – Federal Employees Paid Parental Leave Act of 2009 - Allows federal employees to substitute any available paid leave for any leave without pay available for either the: birth of a child; or placement of a child with the employee for either adoption or foster care. Makes available (subject to specified requirements) for any of the 12 weeks of leave an employee is entitled to for such purposes: four administrative weeks of paid parental leave in connection with the birth or placement involved; and any accumulated annual or sick leave. Authorizes the Director of the Office of Personnel Management (OPM) to promulgate regulations to increase the amount of paid parental leave available to such an employee to a total of eight administrative workweeks, based on the consideration of: the benefits to the federal government, including enhanced recruitment and employee retention; the cost to the government; trends in the private sector and in state and local governments; and the federal government's role as a model employer. HIGHLIGHTS ON THE HILL

Senate: The Senate will begin the week by resuming consideration of railroad antitrust legislation. They will then consider the FDA tobacco regulation bill.

House: The Whip’s office doesn’t expect any late nights this week. The two tribal recognition bills will likely be coupled together and considered under one rule. Finally, they said it’s doubtful the Supplemental Conference Report will be considered this week, but it’s still possible.

Next Week: The Whip’s office listed a host of bills we can expect between now and the Fourth of July recess. The bills they noted as likely to be considered before July 4th are: the Supplemental Conference Report (next week), State Department Authorization, DOD Authorization, Intel Authorization, CJS Appropriations (probably 3rd week in June), Homeland Security Appropriations (probably 3rd week in June), Leg Branch Appropriations (probably last week in June), Cash-for-Clunkers, DC voting rights, and statutory pay-go legislation.

They listed the following bills as possible but less likely: climate change, FDA tobacco regulation conference report, surface transportation authorization, health care overhaul, card check, and an overhaul of the financial services regulatory system.

Myrick Recognized by American Conservative Union

I am happy to point out that our own Congresswoman Sue Myrick has been recognized by the American Conservative Union as a 2008 Ratings of Congress Award winner with a 91% score.

The ACU is America's oldest and largest grassroots conservative organization. For 38 years, its annual ratings have been widely regarded as the "gold standard" of conservative assessment of the federal legislative branch.

Sue Myrick has a lifetime 95% rating by the American Conservative Union covering her votes over the past 14 years.
